MISD trustees approve resolutions opposing vouchers, A-F accountability ratings

MARSHALL, Texas – Marshall ISD’s Board of Trustees approved two separate resolutions on Tuesday to officially voice the district’s opposition to a pair of hot topics currently being discussed in the 85th Texas Legislature, specifically regarding the idea of vouchers and the state’s “A-F” accountability system.

“We want everyone in Austin to know that Marshall ISD stands with our fellow school districts across the state in unequivocal opposition to school vouchers and the A-F grade accountability system,” said Dr. Jerry Gibson, MISD Superintendent.

The resolution in “Opposition of Vouchers or Education Savings Grants” states that the Marshall ISD Board of Trustees opposes “a state voucher plan, tax credit, taxpayer savings grants, tuition reimbursements, or any program that diverts public tax dollars to private entities, homeschool students, or parents with little or no academic or financial accountability to the state, taxpayers, or local communities.”

Marshall ISD trustees also called for a repeal of the letter-grade, “A-F” rating system currently scheduled for implementation in the 2017-2018 school year, as part of House Bill 2804 passed in 2015.

Specifically, the board states in the resolution that “the A-F accountability system does not provide a meaningful or accurate assessment of a student, campus or district performance. We believe that the social/economic environment of a campus/district will have unintended consequence on the ratings. The bulk of the rankings will be based solely on a once-a-year STAAR/EOC assessment that has been proven to be defective, not statistically significant or reliable, and detrimental to students the teaching profession.”

Both resolutions state that the MISD Board of Trustees “respectfully implores that the members of the 85th Texas Legislature exemplify that an investment in Texas Public School Children, in partnership with the Marshall Independent School District and the Region VII area Districts, is of high priority and a future guarantee for our students.”
